Project List Recommendations Overview

A project list was recommended for architectural study to address school sites with a Facility Master Plan condition score under 70, and recommendations in response to the feedback obtained after the April 2017 election including:
1) Analyze renovation versus new construction costs
2) Eliminate the combination campus concept
3) Provide clarity for identifying where school buildings will be located
4) Provide clarity regarding the expansion plan for Early Childhood Education
5) Provide projected feeder pattern impacts of the projects to be studied
6) Provide estimated attendance boundary changes of the projects to be studied
7) Provide future use for building/sites that were available for repurpose
Timeline

Jan. 31 - Project list for facility planning
Feb. (first week) - Preliminary discussion on scope of work with architectural firms. Conversations with leaders/staff affected by school consolidation.
Feb. 20 - Board of Education (BOE) approved project list and hearing process
Feb. (end of month) - Architectural firms provide estimated fee for work
Mar. 6 - First read to BOE for architectural service fees recommendation
Mar. 8 - Public hearing on site consolidation
Mar. 20 - Vote by BOE on architectural services fees
Mar. 21 - May 30 - Architects develop base plan and cost estimates for sites
June/July - Present overall project information and recommendation to BOE
Elementary - Central Area

Bissett - Study renovation versus new construction for 350 student elementary school. Will result in boundary change and consolidation with York. Current Enrollment: 244
Boyd - Study renovation versus new construction costs for 300 student elementary school. If new construction, secure location in Midtown region. Results in slight boundary changes with Weller. Current Enrollment: 175
Campbell - Beginning with the 2018-2019 school year, reassign Campbell students to McGregor, increasing enrollment to approximately 350 students in a 390 capacity building. Students would attend Westport Middle School and Parkview High School. Repurpose the Campbell building for an ECC for an interim number of years to capitalize on the new funding available from the State of Missouri. Facility would be used as is, with limited investment of funds. Current Enrollment: 133
York - Study renovation versus new construction costs on current site to function as a 250 student ECC to serve Pre-K students for new Bissett, Delaware, new McGregor, Rountree, Sunshine, Weaver, Westport after York consolidates with Bissett. Current Enrollment: 232
New or renovated ECCs would serve as regional Parents as Teachers (PAT) hubs.

Bingham - Study renovation versus new construction for 450 student elementary school on current site. Current Enrollment: 436
Elementary - Hillcrest Area

Robberson - Study renovation versus new construction costs on current site or site in the area that would allow for a 350 student elementary school. The Robberson recommendation, coupled with the Williams recommendation, would result in boundary shifts with current Bowerman and Williams and repurposing of Bowerman to Early Childhood Center (ECC). Current Enrollment: 222
Bowerman - Study renovation versus new construction cost on current site to function as a 250 student ECC to serve pre-kindergarten (Pre-K) students for Boyd, Fremont, Pleasant View, new Robberson, Truman, Watkins, and Williams. Current Enrollment: 253
Watkins - Study cost for small addition to increase site capacity from 321 to 350 students. Current Enrollment: 274
Williams - Study renovation versus new construction costs for 350 student elementary school on current site. Will result in some boundary shifts with current Bowerman and Watkins. Bowerman facility would be repurposed to ECC. Current Enrollment: 298

ELEMENTARY K-8 MIDDLE HIGH Bissett Pleasant View Jarrett Glendale Boyd Pipkin Hillcrest Bingham Reed Academy Campbell Delaware Robberson Rountree Williams Five additional elementary facilities (Bowerman, Portland, Sunshine, Watkins, and York) are included in the recommended project list due to being impacted by shifts in students from or to other schools.
Early Childhood Recommendation

The following facilities are projected to be used for the Early Childhood expansion:
Campbell - Interim Early Childhood Center (ECC) for to-be-identified feeder in the District. (projected 3-4 years while other sites are renovated or constructed)
York - ECC serving new Bissett, Delaware, new McGregor, Rountree, Sunshine, Weaver, and Westport.
Bowerman - ECC serving Boyd, Fremont, Pleasant View, new Robberson, Truman, Williams, and Watkins.
Carver - New ECC serving Disney, Gray, Harrison, Holland, Jeffries, Mann, McBride, Sherwood, and Twain.
Shady Dell - ECC serving Bingham, Field, Hickory Hills, Pershing, Pittman, Sequiota,Weller, and Wilder.
Shining Stars - Continue to serve Early Childhood Special Education students, as well as potential blending within new centers.
New or renovated ECCs will serve as regional Parents as Teachers (PAT) hubs.
Elementary - Parkview Area

Delaware - Study renovation versus new construction of 350 student elementary school that will continue to house district-wide SPED programs. Results in slight boundary shifts with Sunshine and Rountree. Current Enrollment: 235
Portland - Site repurposed for Jarrett Middle School and current Portland students will attend Sunshine. Current Enrollment: 234
Rountree - Renovation project with addition allowing for 300 student elementary and address needs identified in Facility Master Plan (FMP), slight boundary shifts with Sunshine and Delaware. Current Enrollment: 243
Sunshine - Renovation project with addition allowing for 350 student elementary school to consolidate with Portland. Slight boundary change with Delaware and Rountree. Current Enrollment: 199
New Early Childhood Center - Estimate new construction for ECC in Parkview attendance zone, potentially near Carver Middle School area, for 250 students to serve Cowden, Disney, Gray, Harrison, Holland, Jeffries, Mann, McBride, Sherwood, and Twain.
New or renovated ECCs would serve as regional Parents as Teachers (PAT) hubs.
Middle, K-8, and High Schools

Jarrett - Study new construction costs of 650-700 student middle school to be built on current Portland site. Boundary expanded to include new McGregor as feeder at opening. Current Enrollment: 501
Pipkin - Study renovation versus new construction costs for a 500-550 student middle school. With boundary adjustment, current York Elementary would feed into Westport Middle School instead of Pipkin Middle School as part of new Bissett. Current Enrollment: 598
Reed - Study renovation versus new construction costs for a 725 student middle school. Current Enrollment: 674
Pleasant View - Renovation project costs to address needs identified in FMP. Current Enrollment: 525
Glendale - Study costs of renovation and/or new additions identified in FMP and recommended two phase completion. Current Enrollment: 1,377
Hillcrest - Study renovation costs to total capacity of 1,200 students identified in FMP and recommended two phase completion. Current Enrollment: 1,090
