DESE issues 2023 Annual Performance Reports

The Department of Elementary and Secondary Education (DESE) released the 2023 Annual Performance Report as part of the Missouri School Improvement Plan, known as MSIP 6, on Monday. This is the second year of a three-year implementation period for MSIP 6. For the 2022-2023 school year, Springfield Public Schools earned 145 points out of a possible 192, or 75.5 percent of total points possible - up from 73.7 percent last year.
For the fourth consecutive year, SPS celebrates its highest graduation rate with its largest graduating class. The 2023 graduating class of 1,830 students achieved a graduation rate of 96.5 percent, compared with 95.1 percent last year.
In the area of academic proficiency, SPS students overall continued to perform above the state average in English Language Arts (ELA). In Math, SPS students are narrowing the performance gap between the district and state averages.
The intensive focus of SPS on promoting college and career readiness (CCR) is also showing progress, evidenced by improvement in both CCR assessments, CCR Advanced Credit and CTE expansion.
Annual Performance Reports (APRs) are provided for districts statewide and reflect data collected during the 2022-2023 school year. Results focus on a district’s academic performance and continuous improvement efforts. This includes Missouri Assessment Program testing (MAP) conducted during the spring of 2023, graduation rates, detailed improvement plans, climate and culture surveys, and other required documentation. Progress can be compared to baseline results for MSIP 6, which were established in 2021-2022.
“Preparing students to be success ready to pursue their goals after graduation is our number one priority whether students choose to continue their education, serve in the military, or enter the workforce,” said Dr. Grenita Lathan, superintendent. “Our APR results in the areas of graduation rate and college and career readiness reflect the hard work of our educators, staff and students.”
Other SPS MAP results include:
- Students performed above the state average for ELA in 5th, 6th, 7th, and 8th grade.
- Students performed above the state average for Math in 6th and 8th grade.
- Significant increases were noted in student performance in overall proficiency for 6th grade Math (+9.1%) and Algebra II EOC (9.8%) when compared to last year's performance.
- Student performance in Math improved almost 2 percent from 2022, helping close the gap between district and state achievement to less than 2 percent total.
- While overall performance for most student groups remained relatively stable between 2022 and 2023, English Language Learners demonstrated significant growth in proficiency in Math, ELA and Science.
- Overall MAP Performance Index (MPI) scores for All Students and Student Groups remained consistent between 2022 and 2023.
- MPI scores are utilized for district Annual Performance Report (APR) calculations and represent a normalized score between different level tests. This would indicate that while SPS is making progress toward moving student achievement, continued efforts are required to create systemic improvement in student achievement scores.
“We are pleased to celebrate improvement, but know that there is still work to be done to achieve systemic improvement in proficiency for all students,” said Dr. Lathan. “MAP results are one indicator that informs that work. Throughout the year, we also use a number of tools that provide teachers real-time data, which they use to adapt instruction to support students’ achievement. We are dedicated to helping our students become success ready and are optimistic that our steadfast focus on academic achievement will help students reach their full potential.”
