2019 Bond Project Progress
On April 2, 2019, 61.22% of Springfield Public Schools' voters approved an 18-cent increase to the debt-service levy to fund 39 high-priority projects. The projects include renovations, expansion, and/or new construction for six schools and the creation of safer entrances at 31 schools. Space to add early childhood classrooms was created at three locations. The $167.73 million bond addresses safety, accessibility and quality issues.

At its regular meeting, the Board of Education approved change orders for Boyd (pre-demolition asbestos inspection), Hillcrest (pre-demolition asbestos and lead based paint inspections) and Delaware (deduction for reinstallation of playground equipment). The purchase of technology equipment for Fulbright ECC, Sunshine and Delaware was also approved.

Boundary changes finalized for 2020-2021 school year

On April 2, 2019, Springfield Public Schools' voters approved an 18-cent increase to the debt-service levy to fund 39 high-priority projects. The projects include a new facility for Delaware Elementary and renovation and expansion of Sunshine Elementary. The voter-approved plan requires the following boundary changes to the current Portland, Sunshine, Delaware, Holland and Westport elementary schools attendance areas to maintain optimal capacity levels:
- Current Portland attendance area will become part of the Sunshine attendance area.
- A portion of the current Sunshine attendance area will become part of the Delaware attendance area.
- A portion of the current Holland attendance area will become part of the Delaware attendance area.
- A portion of Westport Elementary School's attendance area will become part of the Sunshine attendance area. No current students will be impacted by this change.

- Delaware - storm shelter code requirements not included in bid documents, door hardware, deduct credit for damp proofing foundations, material/labor/equipment for connecting foundation drains to storm water drains.

A group of citizens who helped determine the scope, scale and sites chosen for the facility improvements funded by the April 2019 Proposition S bond initiative, the Community Task Force on Facilities, were updated on the status of projects. Updates included:

Contracts awarded for projects at Boyd and Sunshine

During its regular meeting, the Board of Education approved the environmental graphics contract for Boyd Elementary to Hollis+Miller. Ozark Mountain Installations was selected to relocate some of the playground equipment at Sunshine Elementary and change orders were approved for multiple sites.
Geotechnical engineering services for Jarrett approved

During its regular meeting, the Board of Education selected Terracon to provide geotechnical engineering services for the new Jarrett Middle School for a fee of $10,450.
Additionally, the Board approved multiple change orders for secure entrance projects.

During its study session, the Board of Education took action on the following items related to bond projects.

Sunshine Elementary renovation & expansion underway
Aug. 29, 2019
Sunshine principal Dr. Tracy Daniels shared the school's history with more than 100 groundbreaking attendees. Sunshine was born to the Springfield community in 1864, beginning as a one-room schoolhouse down the street from its current location. Over the decades, the school was annexed into Springfield School district, as well as an expansion in the 1950s, 90s, with air conditioning arriving to the facility in 2012, she said.
"Fast forward to today, the community of Springfield has voted to help bring Sunshine up to speed structurally in the hope that our school can last another 155 years," said Dr. Daniels.
Delaware Elementary construction underway with Groundbreaking Ceremony

A group of current Delaware Elementary School teachers wore bright yellow T-shirts to their new school’s Groundbreaking Ceremony Monday, Aug. 26. The T-shirt matched the mood and theme for the year ahead at Delaware: Building a Brighter Future.
Delaware principal Stephanie Young thanked Springfield voters for passing Proposition S in April, which approved funds for their new school's construction. The school, partially designed with Young's feedback, will be welcoming to all, she said.
"Every kind of student deserves an education full of exciting learning opportunities that will cause them to be better today than they were yesterday," said Young. "Every kind of student deserves teachers that love them, and care about them, and never give up on them. And every kind of student deserves to learn in a building that inspires them to dream big today, and then dream bigger even tomorrow." Learn more.
Contract awarded for Sunshine project

The Springfield school board approved a contract for renovation and construction related to the Sunshine Elementary School project during its Aug. 20 meeting. Bids were received from five contractors. The contract was awarded to Carson-Mitchell Inc., which was the lowest bidder at $11,089,600, slightly less than the original construction cost estimate of $11,571,000.
A groundbreaking ceremony for the Sunshine project is scheduled for Thursday, Aug. 29, at 10 a.m.
When completed in August 2020, the school will serve up to 350 students and will address accessibility and security challenges as well as providing a safe room.

Construction contractor approved for Delaware
Aug. 14, 2019
During a special meeting Aug. 14, the Board of Education awarded a $15.4 million contract to Crossland Construction Co. for the construction of the new Delaware Elementary School. This contract brings the total construction cost for this project to $15.9 million. Cost for demolition and abatement work in the amount of $533, 463 had been approved previously.
Community breaks ground on new early childhood center

A group of community leaders, educators and citizens helped break ground on the new Southwest Region Early Childhood Center on Monday, Aug. 5. A special groundbreaking ceremony commemorated the occasion.
"On behalf of Springfield Public Schools, I would like to express my appreciation to the Springfield community," said Superintendent John Jungmann. "We know it is because of your continued support and dedication to children that we are here today, marking the beginning of an exciting expansion of services for our youngest learners in southwest Springfield."
When the center is completed in August 2020, 250 preschoolers will attend the facility. This additional group of learners will join nearly 1,000 learners receiving free, quality early childhood education in the coming year, said Jungmann.
Construction contract awarded for new early childhood center
July 24, 2019
During a special meeting, the Board of Education awarded a contract to Dewitt & Associates in the amount of $9.3 million for construction of the new southwest early childhood center,
which will be located near Carver Middle School. Construction is expected to begin in August. The center is scheduled to open in August 2020 and will serve up to 250 preschool students.
In other action, the school board:
- Awarded Sunbelt Environmental Services a contract to perform lead abatement services at six schools prior to construction of the secure entrance. The schools are Cowden, Field and Twain elementary schools; Reed Academy and Jarrett and Pipkin middle. The cost is $22,340.
- Awarded Fellers Food Service Equipment a contract for kitchen design services for the new Boyd Elementary School.

Representatives with George K. Baum and Company, the District's Bond Underwriter service provider, provided information regarding the sale of the bonds approved by patrons on April 2, 2019. The Board approved the resolution authorizing the offering.

The board approved the resolution authorizing and directing the issuance, sale and delivery of $148 million principal amount of general obligation school building bonds, Series 2019.
First Group of Bond Projects Ready for Bids
April 23, 2019
The first work to get underway will be creating secure entrances at 31 schools. The secure entrance projects are divided into six different bid packages. The first bid package was released on April 12 and the remaining five will be released for bid every 10 days. Bid openings will be scheduled for 30 days after the date each package goes out for bid.
